MT.AS (update): ArcelorMittal is restarting a Fos-sur-Mer blast furnace after three years, positioning existing capacity to benefit as European import safeguards, CBAM and Italian supply shortages improve regional steel economics. Fos can serve Italian processors without major downstream investment, but weak demand, excess customer inventories, high energy costs and operational disruptions outside Europe are likely to pressure Q3 earnings before any utilisation and spread recovery.
